[Xastir] Redhat 9.0 compile problems

I did a fresh install of RH 9.0.  Then I built/installed the various 
packages that Xastir needs.  But when I try to make Xastir it says it is 
compiling without Geotiff and ImageMagick support.  Both of the packes 
appeared to make/install with no errors.  Any ideas where I need to 
start looking.  BTW, the package build/install was per the documentation 
   as to sequence, etc.
