Yep, it's supposed to be like that!  The reason is that stations can
send multiple comment/status fields (the "Comments" in this case can
be either).

It's also useful for seeing who's expanding Mic-E packets or
otherwise corrupting packets, so they can be stopped.  You'll get
lots of things in the comment fields in Xastir which will make those
packets stand out.
