[Xastir] Problem w/RELAY digipeat

Hi Curt,

This RELAY after a couple other digipeats seem to be on the rise! I am a 
retired person, spend more time than I should "browsing" aprs and 
friends locations with occasionally watching terminal mode stuff. You 
would be surprised, sometimes the HF stations have RELAY after a GATE 
and a WIDE, like this XXXXXX>APRS,GATE,WIDE,RELAY,WIDE3-3::<load>

I feel it is just a lack of interest in trying to learn what APRS really 
is, :-) and doing things right..
