The relay_digipeat() function has been rewritten.  I think it's
better now, but I can't test:  Nobody's picking up my radio here (I'm
in a bad location anyway):  I can hear my packets going out on a
handheld, but none of the digi's are picking up my transmissions.

If someone could test out RELAY digipeat on AX.25 interfaces and/or
serial KISS interfaces, it'd be most appreciated.  Latest CVS
Xastir of course.

I'll try hooking up a different radio this weekend if I don't hear
any results by then.
