[Xastir] Filtered Outbreak File

Hi All-
I filtered the Outbreak file to remove "SKY" messages, the kill objects 
that erased plots when they expired, and the "SVS" plots which are 
statements and not warnings.- A little less cluttered that way.  This 
would be a good file to keep for demo of aprs in WX situations. it is at :
