[Xastir] USGS DRG maps again

I tried it on the laptop, which I know was working fine and nothing changed 
except a CVS update of xastir yesterday. It does the same thing. I haven't had 
a chance to re-do the library stuff yet, but I will let you know if it changes 
anything.
