[Xastir] Xastir on Windows/Cygwin

Xastir can now be run in it's own window on the Windows desktop.
Updated instructions are in the README.win32 file.  You can find a
link to the latest README.win32 file at:

     http://www.xastir.org.

Or of course do a "cvs update" and read it on your local system.

This makes the Xastir/Cygwin even more useful, as you don't have to
keep a big X window open just to see what Xastir is doing.  You can
also shrink Xastir down to a button on your taskbar and bring it up
when you want to play with it.
