[Xastir] Xastir on Windows/Cygwin

I was able to figure out the answers to my questions on my
own:

Error messages during make and make-install
disappeared after i installed updates to Cygwin.

Also, i found that the Cygwin setup program will guide you
as far as what files have changed (for downloading updates).

So Xastir is in fine shape here.
