[Xastir] tiger maps?

 From what I can gather, the brick sized device contains a cellular modem 
and a GPS.  The actual device worn by the criminal has a small transmitter 
attached to it.  If the small transmitter is too far from the brick device 
it sounds the alarm at the brick.  They don't yet have this stuff small 
enough to all fit on the collar.... so they have a collar and a "brick".
