You might check through the Cygwin site to see if there are things
pertaining to that in the FAQ.  More than likely you need to do an
upgrade of Cygwin, of your Windows serial libraries, or both.

Switch to Linux/FreeBSD/Solaris/MacOSX and forget about serial
driver problems...  hi hi
