There's a concise writeup on converting from state plane to lat/long
in README.MAPS.  You just need to figure out the FIPS code for your
area in order to do it.  The text explains where to look that up as
well.

It's likely that I'll have to try one of the geoTIFF files myself.
I probably have the best chance of gleaning clues from the output,
or adding better debug output so we can figure it out.

I have a fully working system here and at home that displays
geoTIFF's.  If I can display the maps, then we'll know to look at
how your libraries are set up in comparison to mine.
