[Xastir] RH9 compile problems

I'm giving this another try.  Last version of
Xastir to compile correctly on my RH9 box was 
1.2.0.

I get the following error on MAKE:

/usr/bin/ld:  cannot find -llcms
collect2: ld returned 1 exit status
...
... Error 2

However, i do have lcms-1.10-0.8.0.i386.rpm
and i did:  rpm -ihv lcms-1.10-0.8.0.i386.rpm

But when i do:  rpm -qs liblcms-1.10-0.8.0
the response is:  package liblcms-1.10-0.8.0 is not
installed.

Was there some other step i'm supposed to do, that
i haven't done?
