[Xastir] readme.win32 file RH 9.0 Works

I can live with the fact that bzip2-devel is needed by ImageMagick, but
what has ax25 support to do with it? 

Chuck is right about it, I think I mentioned it before on the list and
maybe others to, but I did not remember in what version of RedHat it
was. It seems that every RH version has some kind of trouble in its
libraries.
But every problem has a solution and it keeps us from the streets...

I think we also now require it for Xastir developers due to autoconf/
automake being used.  Even though we don't distribute a .bz2 file, it's
required when building an Xastir release.  Is it required for users at
all during the bootstrap/configure/make process?  I'm not sure.
