[Xastir] readme.win32 file - PERL

When I rolled back the Perl package on the CYGwin WIn 98se install, I could then install Xastir.

Perl was causing faults in many .DLL files.


 However, In doing so, it the setup in CYGwin rolled back many of the packages, so now X wont work correctly. I get the Bash shell, but it wont take any input.

I should have watched the check marked boxes, and ONLY rolled back PERL...
