[Xastir] vplay

Whoops, now i see (in README.win32) that the
"sounds" directory for Xastir-Cygwin is ALSO
/usr/local/share/xastir/sounds/ according to
kc2elo.  

I have both /usr/local/share/xastir/sounds/
and /usr/local/xastir/sounds/ in my 1.2.1
Cygwin install so now i know which one to use
to try to make the nasd package (for sounds
per kc2elo) work.
