Only if the Rutgers site is working (problematical). A copy is at
ftp://tapr.org/aprssig/winstuff/xaprs/xaprs.tar if anyone is seriously
interested. However it is 87 MB! I tried to gzip it but I don't have
write permission in that directory.
That file is dated 2001. I tried an earlier (1999?) version, which was
extremely alpha, but I don't know what has changed in this copy, nor if
it is the latest.
