Have you tried with another window manager?  Sounds to me like
something is missing mouse events.  Could be the window manager, or
perhaps Xastir is not handling some event and then forgetting to
pass it off to the window manager for handling.

You get an event for every new position of the mouse, for every
mouse button push, for every mouse button release, possibly for
double-clicks as well.  If it handles a push but drops the release,
then by doing another push/release, SOMETHING should catch the
release.
