Xastir uses UTC naturally what comes to the APRS protocol interaction, 
there is no need to separately configure it. Just make sure your 
operating system is set to the correct timezone _and_ correct time for 
that timezone.

Or were you referring to the times/dates displayed in the user 
interface? I don't know about those..
