On most Unix systems the system clock is GMT (aka Zulu).  Your system 
and/or environment indicates your preferred time zone and system time 
format/display functions use that.

If you're trying to get xastir to display times (e.g., station info) as 
GMT rather than local, try this:

export TZ=GMT

on the command line in the same shell where you kick off xastir, 
_before_ you start xastir.
