That certainly appears incorrect.  I did some looking arou9nd and it
looks like the latest Xastir is doing things ok as far as igating.

How did you capture that packet?

Is it possible that packet was corrupted somewhere other than
Xastir?

I'm not seeing such packets in the general case.
