If you have a properly set up "dbfawk" file for your shapefiles, you can
get this effect by choosing "enable map levels" from the map menu.
AFAIK the only way to pick apart a shapefile the way you like would be to
use a GIS that can select data based on fields in the dbf file, or write
a simple program using shapelib that can do what you want. I don't know of
any simple utilities that can do it generically.
