Are weather alerts working for you at all?  You have Shapelib
support added in there, correct?

I've had trouble in the past with a few shapefiles that somehow got
truncated or made incorrectly.  Running things like
shpinfo/shpdump/dbfinfo/dbfdump made these problems obvious, and I
deleted the bad files and got replacements.
