[Xastir] Xastir complains about shape file

I THOUGHT I had shapefile support in there, but that was with the FC2 
system.  I'm now running under FC3.  Xastir now doesn't complain.  I'm 
going to use LANG=en_US for my whole setup now, oughta be interesting to 
see how it changes anything.  I figger probably nothing, since I'm not 
linguistically agile anyway.

Back to the woodwork.
