[Xastir] problem connecting to an aprs-is server

Point it toward fourth.aprs.net or n5jxs.isc.tamu.edu and let me know if 
it crumps.  I'm having trouble getting CVS updates right now but I'm 
certainly getting traffic from my Tier 1 server.
