[Xastir] locally storing tigermaps

There is one current method supported:

Download Shapefile format maps that contain tiger data.  One of the
best places to get these files is from esri.com.  See README.MAPS
for a pointer.  You'll need Shapelib compiled in.  You can combine
all of them into one directory if you wish as long as the filenames
don't conflict.

Soon, another method:
---------------------
There's extremely minimal support for the raw TIGER/Line files if
you compile in the GDAL/OGR libraries.  All/most of the lines will
appear in the same color and you won't have any labels.  That
integration is by no means complete.  I wouldn't recommend it at
this time, unless you just want to play with it and not rely on it
for driving yet.
