Any directory you want.  You're typically downloading sources, not
the binary, so you put it where you wish, compile it, then the "make
install" step is the one that puts the newly compiled binary and the
support files into the proper places.

I usually recommend that people put it in the "src/xastir"
directory, but that's only because that's where I typically put
things.

    /home/<user>/src/xastir

You can download the file using any means available to you.  wget,
ftp, ncftp, netscape, mozilla, lynx, whatever.

Once you have the file, do this:

    cd  (takes you to your home directory)
    cd src/xastir
    tar xzvf xastir121-2004-Jan-09.tgz
    cd xastir-1.2.1
    less INSTALL
