Well, kind'a.  I can't remember whether GDAL has its own internal
libproj (I think not), but it can use libproj.  If you have a .prj
file along with your Shapefiles, the OGR code in Xastir will
auto-convert to the correct datum for you.

There are at least two files specifying the datum which might come
along with a Shapefile set.  I know the .prj files are supported by
GDAL.
