not exactly, but close
a -r HEAD will make you stick to the HEAD tag

it's better to do a -A
that removes all stickiness.
(though probably has the same result, but never mind)

so

cvs -z3 up -A
to get the developers sources

and cvs -z3 up -r STABLE 
to get stable sources.
