Here's where the problem is.  Because shapelib is installed in a nonstandard
place (../shapelibe-1.2.10) and because configure is set to enable dbfawk 
only if "use_pcre" and "use_shapelib" are both "yes", the configure test is
failing (because use_shapelib is "../shapelib-1.2.10").

The correct solution is to fix configure --- it is a valid use of "--with" to 
use it to specify locations of libraries that are nonstandard.  I'll take a 
look and send you a patch, Curt.
