INSTALL file worked for me.  I'm running Debian sarge and it all worked
out of the box following the instructions.  The biggest problem I had
was I forgot to do an 'apt-get update' before installing some of the
pre-requisites and couldn't figure out why apt-get wasn't able to
install anything :D  But that was a Debian problem not an Xastir
problem.   (I just switched to Debian from Red Hat and Mandrake a few
months ago so I'm still adjusting.)

I installed everything that could be found in a deb though apt-get and
then followed the instructions in the INSTALL file for things like
shapelib GEOTiff AX.25 which aren't as common.

The only other problem I has was my own fault for not reading the
instructions on how to setup the libtiff stuff.  Once I read the INSTALL
file it went easily from there.
