[Xastir] Can't set my lat and long

What gets written into your ~/xastir/config/xastir.cnf file for
"STATION_LAT" and "STATION_LONG"?  Mine look like this:

    STATION_LAT:4755.999N
    STATION_LONG:12216.034W

Do yours have commas instead of periods?

What do you have your LANG environment variable set to?  Try
"en_US".
