[Xastir] split_gnis script

I tried to post the script yesterday, but the mailserver ate it.

The script will take a large GNIS datafile, break it down into many smaller
files, and chop out the dead trailing whitespace.

To process the Wisconsin GNIS data, I started with 1 12.5mb file.
I ended up with 93 files, totalling around 6.5mb, which load a whole lot
faster (especially when zoomed in).
