There is one bug -- it's not eight-bit clean. The California file has
a single line:
"CA","Pi\xf1on Hills","ppl","San Bernardino",06,071,"342600N","1173845W",34.43333,-117.64583,"","",,,4160,,"BGN 1962","Mescal Creek"
This line ends up in its own file _.gnis because of the garbage in the
second field of that record.
Other than that, it's good.
