[Xastir] No decode delegate

There's a similar thing in one of the FAQ's, README's, or perhaps
the INSTALL.  It means that ImageMagick's default configuration
isn't letting it find all the pieces it needs to actually DO
anything.  I've seen this happen on Windows where you have to set an
environment variable or a path so that they can be found.  I havne't
ever seen that on Linux.

To me it means that the ImageMagick default config on Mandrake 9.1
might have a bug.
