Can you get festival to talk at all?
If it will talk, perhaps you need to put the following in your rc.local
# Add server to make Sound Speech Synthesizer work for Xastir
/usr/local/bin/festival --server &
I have had it running for a long time now, but kinda forgot how I installed
it, but as I recall it was from the tarballs (not rpm's) and followed the
instructions.
