[Xastir] New install on FC1

I'd also check the permissions and owners of the .geo files. Make sure 
they're something like 644 (755 for dirs).

Also try copying the map_index.sys from the working setup to the non-working 
setup. (that's what I do when I set up a new xastir system, since it takes a 
very long time to re-enter all the min-zoom, max-zoom, layers, etc.)
