[Xastir] SDTS file errors, part 2

OK, after twiddling some GDAL configure parameters I convinced it to 
statically link PROJ and rebuilt xastir.

I downloaded SDTS data from USGS (1:24k DLG).  I extracted the files 
(.DDF) from the hypsography directory's tar file and the files from 
00MASTERDD_100K.SDTS.tar.gz and dumped them all in the same directory 
in /usr/local/share/xastir/maps.  When xastir indexes these maps, I get 
the following:

ERROR 1: Can't find IREF module in transfer 
`/usr/local/share/xastir/maps/hsv_test/DLG3MDIR.DDF'.

SDTS: /usr/local/share/xastir/maps/hsv_test/HP01CATD.DDF
   Found projected coordinates: NAD83.  Converting to geographic/wgs84 
datum

and, of course, no map displays.  I tried a different quad with the 
same results.

Any clues?
