Looks to me like the conversion it not working properly going from
probably state-plane NAD83 to lat/long WGS84 coordinates.  When all
done, things are still in state-plane numbers (feet), and Xastir
can't handle it.

Are you running CVS GDAL?  Which proj are you running, and are there
two on the system, one that you installed and one that comes with
GDAL/OGR?
