If there's one that comes with GDAL there may be two.  I installed 
4.4.8 before I installed GDAL.  At first, I couldn't get GDAL to work 
at all (shared library load errors), but I configured GDAL with a 
statically linked proj, and told GDAL's configure to use the one I 
built and statically link it.

One more data point: the 1:2m maps work, although there isn't really 
enough data there to be useful to me.
