[Xastir] I-GATE setup on Xastir

It's supposed to work like this for igating:

If and only if a station has been heard within the last hour on
local RF, messages and ack's for that station will be gated from
INET to local RF.

Packets heard on RF are gated to INET, regardless of who was heard
where or when.

If you have stations that are connected to both local RF and to the
INET that are communicating with each other, it's possible that
there could be some non-optimal path selection there.
