Yep, but there doesn't seem to be any free downloads.  $7.50 to $15 per 
file, plus $30 per order for FTP access; media costs more.  CDs are $32 
to $72 per county, depending on how many CDs it takes. Is there a free 
source for download, without playing snapshot games?

Some states do have DOQs for free download (not mine, of course).
