[Xastir] Permission Denied

To All,

I just finished installing Cygwin/X and Xwindows.  Upon following the installation procedures for Xastir 
cd ~
. /bootstrap.sh
 ./configure
make
make install

I then created a link to Xastir
cd ~
ln -s /usr/local/bin/xastir/ xastir

I then get the following error in my bash window.
$ xastir &
[1] 2748

 $ bash:  usr/local/bin/xastir/ xastir:  Permission denied

[1]+ Exit 126        xastir

Any assistance in this matter would be greatly appreciated.
