[Xastir] Tiger Maps... major server/speed improvements

That's strange because for a few days now, I can't download *any*
tiger maps on my linux box at work.  With the latest & greatest CVS
version downloaded a few minutes ago, I still get just the
"Downloading Tigermap" in the lower left and then nothing.  I end up
having to xkill xastir and then edit my map_index.sys by hand to turn
off the auto map loading.  Doing an "strace xastir" loops forever at
then at

        select(9, [8], [], NULL, {1, 0})        = 0 (Timeout)
        gettimeofday({1094820797, 915472}, NULL) = 0
        gettimeofday({1094820797, 915512}, NULL) = 0
        select(9, [8], [], NULL, {1, 0})        = 0 (Timeout)
        gettimeofday({1094820798, 915365}, NULL) = 0
        gettimeofday({1094820798, 915405}, NULL) = 0
        ...

So I've been running without maps lately.  :-(  I use previously
saved snapshots at home where I don't have an internet connection
in the shack, so it hasn't been a problem.

(I'm way behind on my xastir mail, so apologies if this has been
brought up & I haven't come across it yet.)
