That directory (except "maps" instead of "map") is for very old
Xastirs. You need to put things in /usr/local/share/xastir/maps/
(or subdirectories thereof), then do a map index.
What mersion of Xastir are you running?
Check README.MAPS for some ideas on where to get them. Also check
the Map Pointers link off the www.xastir.org home page.
