Up to you.  Anyone can add things to it, and to the bug report.  You
can also add comments to other people's reports.

Ken is the Festival guy, so he gets first crack at saying yay or nay
to it.  Get any of the (now 13!) developers interested in your idea
and it'll likely get implemented.
