[Xastir] Can you wget this?

For some reason, I can't get Tiger maps.  A "xastir -v 512" shows
me that this is the URL of interest (which I've delimited with quotes):

And sure enough, the wget just sits there trying for a small eternity.
I'm trying to figure out if this is a site problem here or not, 
and am curious if ayone else can successfully download the URL.
I slowly get about 36 kbytes before it just seems to stop, though wget
keeps trying.
