[Xastir] Automake woes [CVS update]

After all that discussion of bootstrap problems and changes to Makefile.am,
it turns out that the real problem was that the system had *two* versions of
automake installed on it, and the one that was actually being found first
in the user's path was automake 1.4.  

My guess is that other folks who are having trouble with the autoconfiscation
part of the xastir build are facing similar issues.  INSTALL lists the minimum
version of autoconf and automake that should be used to build xastir, and 
even if a system's package management tool says that version is installed one
has to verify that it's actually being found.  

"automake --version" and "autoconf --version" should be used to see that
the correct version is actually first in your path.  If not, you'll have to 
adjust your path or install correct versions elsewhere in your path.

This would probably make a good addition to FAQ.
