[Xastir] Change to RELAY digipeat function

Arck!  HALT!  Time out for reevaluation.

Does it digipeat WIDE1-1 >ONLY< if it's the first thing unused in the digi
string?  How would it handle something like 'SEA*,WIDE1-1'
