[Xastir] New England feed down?

Jim,

newengland.aprs2.net is one of the hubs for the entire tier2 network and
it was struggling to provide feeds to all of the servers AND full feeds
to all the users.  I had to dump the 10152 for users to keep the rest of
the tier2 users happy and had no good way to let everyone know this.
Sorry!  A heads up, the tier2 servers in general are moving away from
providing full feeds and encouraging users to setup a personal filter
instead.  You can find more information about tier2 in general at:
