LGPL is deprecated anyway, so let's enjoy the features of the GPL license :)

It's possible to find huge discussions in KDE's forum, or even ask 
trolltech. They have a quite efficient e-mail support system.

And... it seems they have a WinCE version of their toolkit, just not 
released yet. It would be quite an interesting platform to be supported, 
wouldn't it?

The problem is another, imho, more of a technical matter: Qt is C++. Is 
Xastir dev-team ready, or willing, to change from C? Imho the 
development of a graphical application would benefit a lot from the 
switch to OOp, but that's *my* opinion :)
